Ralls County, Missouri is organized:
Ralls County, Missouri was organized from part of Pike
County on November 16, 1820, becoming effective January 1, 1821. The
new county was named for Daniel Ralls (1785-1820). Ralls was a Pike
County state legislator. The general topography was gently rolling
prairie, with the deep wooded hills of the Salt River basin and its small stream tributaries being the
main river system in the county. New London was platted in 1819,
just south of the Salt River by William Jamieson and selected the county seat
in 1821 as the county was organized.
In the early history of Ralls County various grains were
grown for family consumption. In later times, extra grain would be taken
to a local market for sales. Often the local mill, generally only a few
miles away from each pioneer family, would grist or grind the grain into a
coarse flour and keep some of the grain or product as payment. The mills
would then sell grain and grist to others not growing or needing more.
Generally around a post office/mill area several merchants would move in to
sell to local farmers. Around Ralls County some of the extra local
product was sold by merchants, and the merchants would either travel by
"big wagons" pulled by ox teams to Hannibal for trade goods, or try
to bring them up the Salt River by boat.
Various grains were grown by the early pioneers in Ralls
County. Wheat being the major crop used for grist, but buckwheat would
grow on rougher hill land and withstand cold and blight better.
Buckwheat also added variety to the diet, with the surplus often sold as seed
rather than as girst. In 1850 Ralls County, William Greathouse had the largest
acreage of buckwheat and listed 65 bushels of seed for sale.
Turner G. Priest sold 18 bushes. John P. B. Foreman sold 8 bushels.
Others reporting buckwheat for sale included Joseph (Yost, Jost) Heckart, John
Shuck, Sr., John Smith, Martin J. Lyle, Sewell Hepburn, William A. Shulse,
Walter Ellis, Eliza Tapley and Hiram Osterhout.
Many farmers raised a small patch of rye for variety in the diet, but
none reported selling it in 1850.
The native people of the area called the river Ah-ha-ha, meaning laughing waters. The river in natural times was flowing through a relatively deep wide valley from today's Shelby and Monroe Counties, into Ralls County, through Pike Co, and then empty into the Mississippi River just to the north of present day Louisiana, Missouri. The Ah-ha-ha river was a series of fairly wide deeper pools and narrower shallow riffles. The upland water shed of the river was natural plant communities, so the river flowed consistently from the thousands of acres of wetland and upland habitat. The Indians would have heard the water flowing in the rapids all along its length, thus the Ah-ha-ha, the laughing river. The river and habitat changed rapidly when the white pioneers started denuding the hills, draining the wetlands, plowing everything possible or pasturing everything that could not be plowed. Instead of a constant flow of water, the water table dropped rapidly reducing flow, but flooding during rain because of the rapid run-off from unnatural land use. From about 1960 to present more intense land use and drainage basically left the Salt River Valley an intensive agro-business area. With the coming of the Cannon Dam Project and the filling of the Salt River Basin with a man made mega-pond, the Salt River Valley now exists as a giant siltation pond above the dam area. The Salt River below the dam is never stable due to variation in the amount of water let through the dam.
The first mills in Ralls County
Missouri:
It is not certain who built the first mills, but it included Benjamin
Foreman, Giles Thompson, and Enoch and Richard Matson. Forman's Mill was a miles and a little north and east of New London on
the Salt River with a date give as 1816. Afterwards he sold the mill to
a man named Shepherd and went up into Shelby County were he built and ran a
large horse mill. The third owner of this mill near New London was Dick
Matson, who improved it and added flouring machinery for the first good
flouring mill north of St. Charles. A grist mill produces a very course
type of flour, not the fine white flour we think of, but instead more like
corn-meal with bigger pieces of the grain sprinkled throughout. To
produce a finer flour, as series of fine cloth screens are used to filter out
various sizes of grain particles.
In 1817 Giles Thompson is said to have built a mill in the Salt River,
two miles above the New London crossing or ford, nearer to Freemore's Lick. Enoch and Richard Matson came about 1816 or 1817. Enoch had hoped
to redeem some New Madrid earthquake land claims he had acquired, and chose a
site near Clarksville, in Pike County, to the south of Ralls. The claims
were disallowed so he moved up to Peno Creek, south of Frankford, a short
distance above its mouth with the Salt River. First he built a wooden dam
across the narrow creek with a big burr oak beam as the foundation. He
had two small mill stones, 18 inches in diameter, brought from the old Lowrie
Mill in Virginia. The stones had been carried over the mountains into
Kentucy by pack horse by James Matson just after the American
Revolution. He had slave to assist with the work and to always keep meal
ground. When the Matson brothers bought the mill at New London, they put
in a tread mill for power (using oxen) by 1826, thus they had power even when
the Salt River was low. By 1826, the Matson's had acquired large mill
stones. Enoch Matson was a mill wright and managed the carving of the
large mill machinery from timbers. All cogs, gears, wheels for belts,
etc., were chiseled out on the site by other millwrights under the personal
direction of Enoch. All parts fitted precisely with the wooden gearing
and cogwheels and line shaft functioning for years under Enoch's care.
The Mastons raised wheat and made flour which they hauled by ox teams to the
Mississippi River and shipped by boat down to St. Louis. When the New
London mill became inadequate for their personal milling operations and
custom business combined, they threw a dam across the Salt River below the
mouth of Peno Creek, and erected a large mill on the bank. The Matons
brothers installed machiner for carding wool, fulling wool, sawing dimensional
lumber and timbers. In 1855 this dam was weakened by high waters, and
the dam and mill torn down. The timbers and lumber were then used in
barns and other buildings on the Matson homestead. The brothers also ran the
salt works at Saverton for severl years. Enoch also pioneered in cattle
breeding in the area, buying an English Shire bull, and breeding Shorthorn and
Hereford cattle. The Matson mill on the Salt River by Peno Creek was an
overshot wheel, which meant a large pool of water had to be available above
it.
There was a whisky still near the Matson mill in early times, and the
millers would keep a jug and some loaf sugar. Of course the men of the
area really complained about having to go to mill because they would
have to scissor off a piece of the sugar into a mug, put some mint in, add
water and whiskey to taste. The river banks were full of native mint.
Boye Goodwin had a mill 1 1/2 miles east of Cincinnati. The mill
dam was wooden, built by drilling holes in the bedrock of the riverbed,
putting in screw bolts and running lead around them to hold the bolts in
place. The sill (base or foundation) was bolted to the footings.
Upright planks were set together to hold the top sill and dam the river.
A shaft and winged fan on the lower post made the narrow chute to run the
water through the fans which were geared to the mill. They ground corn
only. A flour mill was planned but Goodwin's mill was burned in the
Civil War before he got the flouring equipment. In 1862 three men
drowned while working on this mill.
Henry Couch, a millwright, came to Ralls County in 1839, and eventually
put in eleven mills. Three of them were steam mills. One was
downstream from Asher Ford, with the chute still evident late in the 20th
century. Farther down the river, probably not the work of Couch, the
Glascock Island was formed by a mill chute. The island soon was large
enough to farm.
There were smaller mills on many of the creeks along the Salt
River basin. Some said to have mills were on Mills Creek, Spencer Creek,
Lick Creek and Ogle Hollow Creek. Also some mills were run by mill ponds
created on very small creeks or in deeper valleys. Most of these mill
pond enterprises ran only during spring and fall or in very wet summer
times. Many also utilized horse and oxen power at times of low water
reserves.
Nimrod Waters once said the Krigbaum mill west of New London ran only
when the creeks were high enough to turn the mill, with the stones ending up
in the flower beds of the George R. Tompkins home.
Salt River Navigation Company:
The watermills and shallow riffles on the Salt River caused several problems
for boats attempting to haul cargo on the river.. Matson's mill had a
gate in the dam but boats had to often wait, for Matsons did
not want to lose the head of water behind the dam. The dam was also large enough that
when let out the force of water could swamp a small boat. Millers and men waiting portaged boats
around the dam, rather than delay milling operations.
In 1835 the Salt River Navigation Company succeeded in having the
Missouri General Assembly declare Salt River navigable. Part of the
resulting legislation required all persons with dams to remove any obstruction
and provide room for boats. No new dams could be erected without court
permission and could not be higher than four feet above the lowest water mark,
for a space to 30 feet toward the center of the stream. The dam was to
be two feet higher each side of the navigations space or sluice, empty to both
banks of the river and the dams were to have an apron
or slope both sides of the dam, so that boats would be save. With the
early dams the ends were cut off abruptly and square, so that boats slammed
into them. the slopes beached a boat before it struck the dam.
Guards to confine any unusual rush of water on the apron or slope of the dam
were to be completed by 1837. Navigation attempts of larger
flatboats and steam boats on the Salt did not last long due to the
inconsistent and inadequate water levels.

Rensselaer, Ralls.Co.MO
Rensselaer Post Office: The
railroad spelled the name Rennselaer. Postmasters were E.W. Ayres, James
H. Baker, Homer D. Truesdale, Samuel M. Brown, John Y. Cochran, James H.
McGlothlin, John C. West, Marquis D. McRae, Howard H. Richmond, Roy McFarland,
Edward W. Cannon, R., Charles E. Medcalf, Everett G. Hulse, Festus Ward Hulse,
Stella H. Tompkins. When the Rensselaer Post Office closed mail was delivered
by Hannibal route one. The main industry at Rensselaer was education. By
1890, J. Cline and son were horse breeders, John g. Cochran ran a general
store, Isasc Ely was miller, W.E. Hollyman and Samuel Shannon wree
blacksmiths. Four stores were present in 1920; T.P. Hulse grocer,
P.W. Jones general store, S. Poulter general store, Frank Tompkins
grocer.
Rensselear in Ralls County,
Missouri, grew around Big Creek Presbyterian Church, organized in 1832.
Its name honors the Van Rensselaer family of New York state, whose offer of
$200 for the first academy named Van Rensselaer was accepted by the
church. The academy name, shortened, was adopted by the post office and
a depot for the Hannibal and Missouri Central Railroad, even though the
railroad misspelled it Rennselaer.
Big Creek Cemetery is just across
the road to the west and then south of Big Creek Presbyterian Chruch.
Two girls' classes were held upstairs with the boys' classes
downstairs.
The first Van Rensselaer Academy
was a two story brick building built in 1852 by the Megown family, across the
road to the west of the Church. The second Van Rensselaer Academy
and Church was built in 1866. It was a two story limestone building
providing space for the church upstairs and the school downstairs. The third academy was brick, and
later a public school, and in the late 1900's turned into a feed store, and
was across the road from the second.
